Hallmarks
•Protocol will establish the minimum legal requirements for organisations to work within the current drugs legislation
•Protocol will be compliant with other statutory frameworks including: the Data Protection Act, The Human Rights Act, relevant Housing legislation and any other pertinent legislation

•The Protocol will not impose obligations or duties on providers which exceed those created by drug or other statutory legislation.

•The protocol will maintain a balance between the needs of people who use drugs, those that don’t use, and the wider community.

•The protocol will be sufficiently flexible to ensure a range of agencies can feasibly work within it

•The protocol provides an umbrella within which agencies must work; within this it is up to individual agencies to develop and implement their own policies.
